    All these changes have a direct impact on cost.  The goal of the projet manager is to maximize the value of the project for the client.  Some clients focus on the design and are willing to spend more on construction to maintain the original plans.  Others are willing to give up particular design features in order to limit costs.

In this way, there is a continuum between design and build. The skill of the EMG project manager is the ability to find the exact point on the continuum where a client feels that EMG is delivering full value for the project as a whole.
